An income certificate is a government-issued document confirming the annual income of an individual or family from all sources. It is required for EWS, OBC NCL and economic backward class certificates, scholarship applications, fee waivers, government welfare schemes, and reduced fee admissions.
Issuing authority
Tehsildar, SDM, RDO or Mamlatdar of the district where the applicant resides. Each state runs its own e-district portal for online income certificate applications.

- Aadhaar card
- Salary certificate for salaried applicants
- Form 16 and ITR for the last 1–3 years
- Pension certificate for pensioners
- Agricultural land documents (patta, khata)
- Business income statement (for self-employed)
- Ration card
- Address proof
- Self-declaration / affidavit on stamp paper (for non-filers)
Step-by-step process
Visit your state e-district portal (Aaple Sarkar, Nadakacheri, e-District Delhi, etc.), fill the income certificate application form, upload supporting documents, pay the application fee (₹20–₹50 in most states), and submit. The Tehsildar conducts a verification (sometimes through a Patwari report) and issues the certificate within 7–30 days.
Validity period
An income certificate is generally valid for one financial year. Many institutions insist on a certificate issued within the last 6 months. Annual renewal is required for ongoing scheme enrolments and recurring scholarship applications.
