OBC Non-Creamy Layer Certificate — Application Guide (2026)

A practical guide to applying for the OBC Non-Creamy Layer certificate — income limits, parent occupation rules, required documents, and the SDM/Tehsildar process.

Candidates from castes notified as Other Backward Classes (OBC) by the central government can claim 27% reservation in central government recruitment and central educational institutions, provided they fall under the Non-Creamy Layer (NCL).

Income criterion

Family gross annual income (only parents' income) should not exceed ₹8 lakh per annum based on the latest income certificate. The candidate's own salary is excluded. Agricultural income is excluded in most interpretations.

Parental occupation rules

  • Both parents Class I officers (Group A) — creamy layer regardless of income
  • One parent Class I, the other Class II — creamy layer if Class II officer reaches Class I before 40
  • Both parents Class II officers — creamy layer
  • Parents in PSU equivalent posts — creamy layer if equivalent to Group A
  • Parents in defence forces — Colonel and above (Army), equivalent in Navy/Air Force — creamy layer

How to apply

Apply at the Tehsildar, SDM, or designated revenue officer. Many states offer the application online through the e-district portal. Submit Aadhaar, parents' income proof, caste evidence, and the prescribed application form.

  • Aadhaar card
  • Father's and mother's income proof — Form 16, ITR or salary certificate (last 3 years)
  • Caste certificate of the family
  • Ration card or family ID
  • Self-declaration of caste and income
  • Passport photographs
  • Affidavit on stamp paper (some states)

Validity period

OBC NCL certificate is valid for one financial year. Most central government recruitment exams accept certificates issued within the previous one year (often six months) from the date of application or counselling.

Common mistakes

Submitting an old NCL certificate beyond validity, missing parent occupation declaration, not declaring all income sources, and applying through a non-authorised officer are the most common mistakes. Always renew the certificate annually.
