A character certificate is an official document attesting to a person's moral conduct, behaviour and reputation. It is required for several government job applications, professional licensing, foreign visa applications, gun licences and adoption applications.

Types of character certificates

  • School/College character certificate — issued by the Principal

  • Gazetted officer character certificate — issued by a Class I officer who personally knows the applicant
  • Local Municipal Councillor or MLA certificate — for residents without other options

Police Clearance Certificate (PCC)

The most commonly requested format is the Police Clearance Certificate. Apply through the Passport Seva Kendra portal (passportindia.gov.in) for international purposes, or through the local police station for domestic purposes. The applicant's antecedents are verified, and the PCC is issued in 7–30 days.

Documents required for PCC

  • Aadhaar card
  • Passport (for international PCC)
  • Recent passport size photographs
  • Proof of address (last 1–5 years)
  • Application fee receipt
  • Self-declaration of no criminal record

Validity period

Most character certificates are valid for 6–12 months from the date of issue. Foreign visa offices typically require a certificate issued within the last 6 months. Government job applications usually accept certificates issued within the last year.
